In 1937 a new constitution was adopted creating an Office of the President replacing that of the Elder of State whose residence was located in the Baroque style Kadriorg Palace. A new presidential residence was commissioned to be symmetrically aligned with the Kadriorg Palace in Kadriorg Park. The Presidential residence was designed by Alari Kotli. Construction began in 1937 and the residence was completed in the summer of 1938. In order to maintain the appearance of the area the new building was constructed in a neo-Baroque style and utilized same pink and while color scheme as the Kadriorg Palace.
During the occupation by the Soviet Union (1940-1941 and 1944 - 1991) the building served as the residence for the President of the Supreme Soviet. With the collapse of the Soviet Union, Estonia regained indepencence and the building once again became the home of the President of the Estonian Republic.
