Located inside Volunteer Park is a large, brick water tower, erected in 1906 as noted on some Roman numerals cut in granite above the entrance. There are also the Latin words 'AQUA PURA' next to the construction date in granite. This water tower contains a citizen memorial
plaque that memorializes L. B. Youngs, who was superintendent of the Seattle Water Department for 28 years until his death in 1923.
