This memorial consists of three stone pillars in front of the police department. The pillars are labelled Service, Integrity, Honor. They honor the only loss in the department, Officer Russell Lowell Duncan, who died by accident in a training exercise when a fellow officer discharged his service revolver. Officer Duncan was with the department for 6 and a half years.
