This water tower cover the eastern portion of Montgomery County, but also serves large portion of Western Warren County.

All that is on the tower is:

Back in the day, not so long ago, when Warrenton city had two towers, and Warren County none. A subdivision was built outside of the City of Warrenton, on the west side and the city refused to provide water.
The contractors and owners contacted Montgomery County and they said yes.
That is why a Montgomery County Water Tower, and office are located inside Warren County
