I haven't been able to find out specifically when it was built - probably mid 1930's, along with the Luna Park, but it seems that originally it was a subtle directive to the Luna Park carpark. It had fallen into disrepair back in the 1980's, and North Sydney Council got involved to avoid a piece of Heritage History being auctioned off.
By 2004 the neon sign part of the Arch had become a safety issue, and the broad upper part between the stanchions had been removed.
[From (

By October 2015 it was definitely removed for repair, but it when it was replaced, it seems to have NO illumination.
There is another potential web link [ex-Google] that my Anti-virus Firewall does not allow me to open, that implies that it cost the Council $500,000 to repair the arch, and that it may have been opened in April 2016.
