Firstly, Bartlesville straddles two counties: Washington (most of the town), and Nowata County. Secondly, finding this station is a bit of a head scratcher, until you find out that it shares its building with the so-called Walmart Claims Administration building (whatever that is), with the Walmart side facing front, and the EOC being the right (south) wing and its doors coming out on the right side. (At first I thought the topographic maps were messed up!) Oh well, I'm sure that sharing a building complex saves some tax payer dollars.
