According to ancient legends, Vyšehrad is oldest seat of Czech princes; in fact, the local settlement was established in the mid-10 th century. Situated on a rocky promontory above the Vltava River, it offers stunning views of the city, and the park area holds hidden architectural treasures including the rare Romanesque Rotunda of St Martin, the neo-Gothic Church of Sts Peter and Paul, the national cemetery Slavín, and the underground casements housing the some of the original Baroque statues from the Charles Bridge.

In 1883, Vyšehrad became a part of Prague and the Vyšehrad fortress was abolished. At that time, it was nothing more than a monument of the lost glory of the past. Regarding the buildings built during the 19th century, the most significant is the new-Gothic New Provost’s Residence according to projects of Prague builder Josef Niklas. The two-storied building has a trilateral bay window of St. Clement’s Chapel over the front with three windows. The chapel was consecrated by Provost Václav Štulc to grace the pope and martyr St. Clement, and the painter Josef Hellich decorated it with pictures of St. Clement and St. Václav.

Záhy pote, co do funkce vyšehradského probošta nastoupil Václav Štulc, zacalo se pomýšlet na stavbu nové proboštské rezidence.

Stavební plány vypracoval profesor pozemního stavitelství na pražské technice, pražský architekt a stavitel Josef Niklas (1817-1877). Stavba v novogotickém slohu v dnešní Štulcove ulici byla realizována v roce 1874. Pro probošta Václava Štulce se stala predmetem velkých nesnázi, nebot provádecí firma se ukázala být velice neseriózní. Vypracovala sice velmi príznivý rozpocet ve výši 35 000 zlatých, avšak skutecnost byla ponekud jiná. Nejenže nebyl rozpocet dodržen, ale stavba nové proboštské rezidence, která dostala cp. 89, se neustále protahovala. Probošt Štulc nakonec neustálé rozcilování a hádky psychicky neunesl a uchýlil se na nejaký cas na své letní sídlo. Dozorem nad dokoncením stavby byl poveren jeden z vyšehradských kanovníku, shodou okolností ten nejmladší. Rozhodnutí o konecném vyúctování ucinil príslušný soud.

Volne stojící novogotická dvoupatrová budova má pudorys písmene H. Východní prucelí o trech osách cleni nízký stredový rizalit. Nad prucelím vchodu je trojboký arkýr kaple sv. Klimenta, který osvetlují tri okna. Kaple byla po svém dokoncení vysvecena proboštem Václavem Štulcem. Jak uvedeno, zasvecení je k pocte papeže a mucedníka sv. Klimenta, tretího nástupce sv. Petra kolem roku 100. Podle legendy byl za císare Traiana uveznen na Krymu a s kotvou na krku hozen do more za to, že krestanum pracujícím nucené v mramorových lomech vyvedl zázracným zpusobem pramen vody a tímto skutkem obrátil na krestanskou víru mnoho pohanu. Jeho údajné ostatky prenesli v roce 869 do Ríma sv. Cyril a Metodej. Podle další legendy prinesl ostatky sv. Klimenta na Vyšehrad sv. Metodej a ponechal je tam k uctívaní po dobu dvou let. Kaple sv. Klimenta v nové budove proboštství se stala oblíbeným místem Václava Štulce. Navíc byla casem vyzdobena obrázky sv. Klimenta a sv. Václava od malíre Josefa Hellicha.

Budova nového proboštství prodelala za dobu své existence tri velké opravy. V roce 1938 byl rekonstruován suterén, v roce 1940 prucelí a v letech 1993-1994 byla provedena celková generální oprava. V objektu byla již v drívejších letech zrízena svatební obradní sín, která je snoubenci velmi casto vyhledávána, nebot svatební obrad vykonaný na pude starobylého Vyšehradu má zvláštní atmosféru.
