This Atlas statue is on the northern side (entrance) to the Tebbutt Observatory, on Peninsula Point, at the end of Palmer Street.

While the Heritage Council of NSW website (visit link) states that the Observatory buildings are open to the public there was no sign on the premises saying when it would be open. This is a 'smallish' version of Atlas, but worthwhile to visit.
I would think that this statue is either stone, but probably concrete, as it seems to be nicely painted white.
