The plaque is very aptly currently placed on a bi-lingual street-sign. The Manx Gaelic is given in red-lettering above the English translation in larger black-lettering.
The Street name is thus "FAAIE YN OE" or "COURT ROW".
The plaque is a small plaque which is now showing some signs of the ravages of time. The inscription which is all in Manx Gaelic reads as follows:

JEH
ILLIAM Y RADLAGH
GAELGEYR, MANNINAGH DOOIE
1917-1984
YN CHESHAGHT GHAILCKAGH
My best translation (sorry any Manx Gaelic speakers) is:
