As depicted on the plaque, this Time Capsule commemorates those that observed the Halley Comet in 1910, and those who saw it 1986, '75 years' later.
The plaque (bronze? etched/anodised?) is embedded in possibly epoxy, and further held by four rusty bolts. It reads (in 3 sections):
