The name of the pub obviously gives a clue, and there are only a few British Queens to choose from.

From the sign she is quite easily recognisable as Queen Elisabeth I (7 September 1533 – 24 March 1603) who was Queen of England and Ireland from 17 November 1558 until her death on 24 March 1603.

This is confirmed on this history website because there is exactly the same picture near the top of the web page.
