The velodrome was built in 1941 as 400-meter oval "Viktorka". A few decades later was converted into a modern velodrome 333.33 meters long, which at that time meet international parameters. At the same time was built a new building, which served both as cyclists facilities (changing rooms, infirmary, dining, shops, stores, gym, sauna), but performs the function of the hotel "velodrome".
