Texas counties (especially huge and remote ones like Presidio County) used "hoosegows" -- essentially outdoor secure holding cells -- in the 19th-early 20th centuries to hold prisoners for the Sheriff, in the days when prisoners has to be transported by horse and buggy. Far-flung towns would have a centrally-located hoosegow, then would send word to the Sheriff when they had a prisoner in it who needed picking up. The Sheriff would arrive in a few days and take the prisoner to the county jail, usually many miles away.
