The plaque, on the northern side of the western end of the 11 span truss bridge reads:

"The Martin Bridge"
"Named as a tribute to the
memory of the Late
Hon. L. O. Martin, M. L. A.
for Oxley.
Minister of Justice and
Minister for Works and
Local Government during
whose term this bridge was
erected
1940

From the local newspaper, Manning River Times article of 15 May, 2015, for the 75th anniversary, it sounds like the Hon. L. O. Martin was a resident somewhere near Taree. (visit link)
It has a transcription of the article:
"The Bridge Across the Manning at Taree" The Official Opening
The Manning River Times, Taree, Saturday, May 18, 1940"
Quoting: "There were chairs on the span for the visitors and a table for the Press. The Premier, Mr. Alexander Mair motored from Newcastle yesterday (Friday) morning, and on arrival had morning tea at Mr L.O. Martin's home."
