When I asked a representative of MidCoast Water about the "Capacity of the Facility" I wasn't clear (nor was he) whether it would/could mean the number of people that it would cater for - which would be ~15,000 people; tho he did state that it normally runs @ a MegaLitre a day. (I didn't have the laptop with me)
If enough notice is given a tour can be given through one of the WWTPs, so contact Marcel Boyling at MidCoast Water, on 1300 133 455.
