" Clarence A. Lacey, 87, a lifelong resident of Richford, passed away on June 8, 2003. He is known for his zest for life, love of his family, respect for nature's treasures and a smile he had for all he met. ... He served as both a councilman and a planning board member for the Town of Richford. He was a founding commissioner of the Richford Fire Department and served as commissioner from 1946 - 2000....Clarence served as the Richford town historian from 1965 until 2002, ...contributing author to the history of Tioga County, Seasons of Change,...Clarence was a diligent caretaker of the Highland Cemetery for 60 years and was president of that association for much of that time...He always had kind words for those who needed his service"
