The plaque says, "This clock is erected by Hank and Honorine Gordon in appreciation of the enormous contributions to the University of Southern California by its 11th president C. L. "Max" Nikias June 2013"

The clock is about 15 feet tall and is standing what seems to be a concrete base. It's painted red and has that classic look of historic clocks. This isn't historic at all as it was commissioned in 2013 which is really surprising. The clock has Roman Numeral notation. both the numbers and hands are black while the face is white.
