Jeff had been a volunteer of the Old Bar Surf Club, and a teacher in Taree. See the following link for one previous student's experience, and of being inspired: Marcus T. Anthony (PhD), "Your Greatest Teacher, Your Greatest Lesson" /
Jeff died in 1998, from leukemia.

The wording of the plaque is:

This viewing platform was named to honour Jeff's contribution to the local community.
As a Life Member of the Old Bar Surf Club, he was involved in many rescues and helped save many lives.
He played Cricket, Hockey, Rugby League and Rugby Union for local teams.

He gave of his time freely to local beautification projects.
