The sculpture is free to visit 24/7. I visited it myself on December 25, 2016 when the park was completely empty. The sculpture seems to have been heavily corroded making me think it's made of bronze. It features two people, one man who could be the father of the child or it could be a professional baseball player aiding the child learn how to play ball!
