When the City of Richmond was upgrading the No.4 Road Drainage Pump System in 2011 they added a few public features including a 30-foot viewing tower for people to observe the North Arm of the Fraser River.

Lulu Island, which the City of Richmond is on, struggles with a constant battle of a high water table. The island is part of the Fraser River delta having been built up from deposits from the past 10,000 years. Much of Lulu Island is at sea level or even below, therefore this city of 190,470 people must be constantly be pumping water to keep dry.
The No.4 Road Drainage Pump System is one of many pumps on the island's edge that helps keep the community dry. When the pump was going under an upgrade the City of Richmond decided to make the pumping station more accessible to the public. They added in public toilets, had glass walls so people could the pump, public art, and a 30-foot tower to climb up to see the working North Arm of the Fraser River.
