I can find nothing on the internet that clears up the date confusion.
Only thing I can offer, is that most of the dates of construction on the NRHP nomination form have proven to be wrong. For example, they list the Fair Theater as being built in 1920, when in fact it was built in 1935, and several sources back that up.
