"Im westlichen Teil der Regensburger Altstadt an der Schottenstraße befindet sich der klassizistisch gestaltete, teilweise gepflasterte Platz, der nach dem Ehrenbürger der Stadt Reichskanzler Otto von Bismarck benannt ist. Schon zu „Castra Regina“-Zeiten und auch später im Mittelalter diente das am Stadtrand liegende Areal als Standort für Speicher- und Lagerhäuser. Im 19. Jahrhundert ließ Fürstprimas Carl von Dalberg durch den fürstlichen Hofarchitekten und Landbaumeister Emanuel d`Herigoyen die beiden meisterhaften klassizistischen Bauwerke errichten, welche noch heute den Platz maßgeblich dominieren. Daneben befinden sich dort auch die Gebäude des ehemaligen Klosters St. Jakob, welches heute das Priesterseminar beherbergt sowie das Gebäude der ehemaligen Württembergischen Gesandtschaft.
Am südlichen Ende erhebt sich das sogenannte „Präsidialpalais“ als ehemaliger Sitz des französischen Gesandten am Immerwährenden Reichstag. Später diente das imposante Gebäude als Wohnsitz des Regierungspräsidenten des neu begründeten bayerischen Regenkreises. Heute befindet sich in der klassizistischen Dreiflügelanlage das Regensburger Polizeipräsidium. Auf der beeindruckenden Frontseite öffnet sich ein von sechs monumentalen Kalksteinsäulen mit korinthischem Kapitell getragener Portikus auf den Bismarckplatz. Das eindrucksvolle Bauwerk integrierte erstmals die architektonische Stilrichtung des Klassizismus in reinster Form in das noch vom Mittelalter geprägte Stadtbild. An der Nordseite des Bismarckplatzes direkt gegenüber dem Präsidialpalais befindet sich der langgestreckte Bau des Regensburger Stadttheaters. Nach einem schweren Brand im Jahre 1849, der das ursprüngliche Gebäude fast vollständig vernichtete, errichteten die Regensburger auf den Grundmauern nach den Plänen Herigoyens das heute noch existierende Bauwerk. Die Stirnseite und gleichzeitig Eingangsbereich des stattlichen Theaterbaus komplementiert das klassizistische Gebäudeensemble auf dem Bismarckplatz. "
