This untitled sculpture is a school of fish swimming in the circular fountain in the Northeast corner of Hitching Post Square. Both the sculpture and the fountain were sculpted by Tom Hardy.

From the Smithsonian AIC Description:

A school of fish, possibly salmon, jumping in and out of the water. Five water jets surround the sculpture and water bubbles out of the jets.

The sculpture can be seen in Google Street View.
