Located just south of the Truckee River is a dedicated bench with a plaque that reads:

IN LOVING MEMORY
OF
MILT SEYMOUR
FOUNDER
TRUCKEE RIVER BANK

I was able to locate an online obit for Seymour and part of it reads:

Asa Milton "Milt" Seymour, 73, died Nov. 29, 1997 at Scripps Memorial Hospital, Encinitas, Calif., of cancer. A native of Yakima, Wash., he was born March 11, 1924, to Asa Milton and _______. Seymour was a founder of Truckee River Bank and was a chairman of the bank's board and its holding company, Sierra Tahoe Bancorp for many years. In 1996, the bank changed its name to Sierra West Bank. He was an electrical engineer for Bechtel Corp., and was a national sales manager for GTE. He pioneered microwave communications while working for Lenkurt Electric and Farinon Electric. He retired from engineering in 1974. He and his wife, opened a car rental agency at the Truckee Tahoe Airport, until 1988 and was a manager of the Truckee Donner PUD and Squaw Valley County Water District. Seymour was a member of the Aircraft Pilots and Owners Association, Truckee Tahoe Plane Talkers, Sacramento Valley Airmen, active in the Boy Scouts of America and a life member of the Institute of Electrical and Electronic Engineers. He was honored in 1996 with the Tahoe City Rotary's Paul Harris Fellow award to the Tahoe Basin and his dedication to the Rotary Club. A memorial is being established with the Orvis School of Nursing, Mail Stop 134, University of Nevada, Reno.
