The plaque reads

“Built to commemorate Queen Victoria’s Diamond Jubilee of 1897 and paid for by two sisters, the Misses Cross, the Clock Tower was formally inaugurated in June 1898 in the presence of the Mayor, the Bishop, the City Band and many others. It no doubt proved very useful to railway passengers hurrying along North Rd to catch their trains.”
