After reading a book on the history of Willows, I learned that the Civic Memorial Building was erected in 1930 as a World War I memorial to the men of Willows who served in the Great War. The building was dedicated on April 19, 1930 and to this day, still serves the veterans of Glenn County.
While taking pictures of the building, I noticed two relief sculptures of two servicemen that exist below the roof line, one on the west side and one on the east side of the front of the building. One sculpture looks to be an Army soldier, the other sculptures looks to be of a Naval serviceman. They are small, and not easy to see with the trees towering next to the building.
