Actually a Vertical Control Mark, this is what is described as a "FLANGE-ENCASED ROD", underground in a small valve cover, along the east side of North Freya Street.

In the industrial area in the far east end of Spokane, this Vertical Control Mark was originally monumented under a billboard, which has very recently departed the scene. Fortunately, the marker is still there, protected by its aluminum valve box, and a foot or so south of its orange witness post. Marker and witness post are about 30 feet east of the east curb of North Freya Street, about 65 feet north of a railway track and about 80 feet south of the south curb of East Riverside Avenue.

4.1 KILOMETERS (2.55 MILES) EAST ALONG SPRAGUE AVENUE FROM THE BURLINGTON NORTHERN RAILWAY OVERPASS IN SPOKANE, AT THE JUNCTION OF FREYA STREET, SET ON THE UNION PACIFIC RAILWAY RIGHT-OF-WAY, SET BETWEEN TWO METAL LEGS SUPPORTING A BILLBOARD, 18.0 METERS (59.0 FEET) NORTH OF THE NORTH RAIL OF THE MAIN TRACKS, 43.3 METERS (142 FEET) SOUTH OF THE SOUTHWEST CORNER OF THE JELD-WEN BUILDING, 30.5 METERS (100 FEET) SOUTH OF THE CENTERLINE OF RIVERSIDE STREET, 10.1 METERS (33.0 FEET) EAST OF THE EAST CURB OF FREYA STREET, 6.4 METERS (21.0 FEET) NORTH OF THE NORTH RAIL OF A SPUR TRACK, 2.3 METERS (7.5 FEET) EAST OF THE WEST LEG OF THE BILLBOARD.
THE MARK IS 0.3 METERS S FROM A WITNESS POST.
THE MARK IS ABOVE LEVEL WITH FREYA STREET.
