As described by the Coast and Geodetic Survey ("CGS") back in 1958:
"STATION IS LOCATED IN THE NORTHEAST PART OF THE VILLAGE OF FRANKSTON, ABOUT 50 FEET EAST OF NORTH ELM STREET AND ABOUT 50 FEET SOUTH OF GARNER STREET. THE TANK IS SUPPORED BY A FOUR LEGGED STEEL STRUCTURE, SILVER IN COLOR, AND HAS AND OVERALL HEIGHT OF 125 FEET. THE TOP AND CENTER WAS THE POINT INTERSECTED."
The CGS description is pretty accurate, and so are the associated NGS Data Sheet's coordinates. This benchmark is actually hard to miss when in the general vicinity, as long as you don't get TOO close to the tank in question (so that you can still spot the actual reference point, namely the top center of the metal tank).
While the water tower is not that interesting for a "benchmark recovery" perspective, there's another NGS benchmark to be found at the base of the tower's southwestern leg: CR0510 ("K 162") -- it's an old 1934 CGS benchmark disk.
