This direction and distance sign is located in the Tanger Outlets in St-Sauveur. There are over 30 stores and restaurants conveniently located right besides Highway 15.
The sign give the tourists and shoppers the opportunity to know in which directions and how far away some cities are from this spot. Cities such as Vancouver, Whitehorse, Honolulu, Calcutta, Pekin, Buenos Aires, Londres etc...
On top of the pole are the cardinal points.

Since St-Sauveur attracts many tourists, it was probably placed in this shopping area to let the visitors know how far from their home they are.
