The apartments newly built in 1998 are part of a larger development by Headman Homes that converted an old woolen mill.
The date is on a corner of a public footpath that descends to the Leeds Liverpool Canal, the longest canal in England.
The name 'The Locks' takes its name from the fact that the apartments are close to two famous flights of locks on the canal. One of them, the Five Rise Locks'is the steepest flight of locks in the UK.
The plaque is flanked with a carving of two white roses, the symbol of the county of Yorkshire.
