This is a steel post bolted to a concrete slab, with a plastic post upper part, and black semi-circular vanes. The vanes are in place, but also tethered to the bottom of the post.
GOOD LUCK getting to touch it! It is possible, if you like Terrain 4 (or T4½) trigs; as you need to climb up a spindly bottle brush tree (Callistemon), at the north west corner of the toilet block.
There is a nice, but tricky geocache within sight of the trig.
