The memorial stands on the top level of Victoria Promenade, a small public space. The promenade named after Queen Victoria is on the north bank of the River Mersey and one of the few promenades that were built alongside a river rather than at a coastal resort.
The Public Monuments and Sculpture Association has the following information about it. "Square granite plinth supports the bust of Dr. Hutchinson which is a finely worked portrait (probably posthumous)."

A bronze plaque on the plinth has the following text.

FOR UPWARDS OF 40 YEARS
HE MINISTERED UNSELFISHLY
AND GENEROUSLY TO THE
