The memorial stands on the top level of Victoria Promenade, a small public space. The promenade named after Queen Victoria is on the north bank of the River Mersey and one of the few promenades that were built alongside a river rather than at a coastal resort.

The Public Monuments and Sculpture Association has the following information about it. "Square granite plinth supports the bust of Dr. Hutchinson which is a finely worked portrait (probably posthumous)." link

A bronze plaque on the plinth has the following text.
TO THE HONOUR OF
CREIGHTON HUTCHINSON M.D.
WHO DIED 29th MAY 1927.

FOR UPWARDS OF 40 YEARS
HE MINISTERED UNSELFISHLY
AND GENEROUSLY TO THE
PEOPLE OF THIS TOWN
AND DISTRICT

ERECTED BY PUBLIC SUBSCRIPTION
