The plaque reads

THE HUGENOT ARCH

This arch was originally between two houses at West End (now Westgate) near the present library. Local tradition says that they were probably built by the descendants of Hugenot (Protestant) refugees from France. The French inscription stone reads “Love your neighbour as yourself, said the Evangelist” and was laid on 19th January 1827.
