Whether it had park features or not is unknown, the only thing that is known is that this area is dedicated to the couple who ran the Monroe County Insane Asylum and Almshouse for 38 years.

Not much is known about Norman and Florence Hansen except that they served as the Superintendent and Assistant Superintendent of the Monroe County Institutions which included the insane asylum, almshouse, and poor farm. They took over the office in 1925 and held it until 1963. In 1960 there was a grand gala in honor of their 35th year on the job. Then they disappeared. They are both buried in Sparta, but nothing was heard about them or this area again. It's even unknown when Norman died as even though he has a grave, there is no date of his death. The "park" itself is nothing more than a lawn area with a few planted trees and the monument. There is nothing else there to identify it as a park.
