The city of Meadville evidently wasn't satisfied to remain on terra firma - it had to grow over Mill Run as well. As a result, there are long sections of the creek which are buried beneath buildings and streets.
This point is an exit for the creek by the Meadville Public Library. An article in The Tribune related the adventue of two jr. editors who ventured up the creek from here. There is a large colony of bats residing inside. evidently they aren't impressed by girls with flashlights. The duo ended up retreating sans light.
