The Royal cipher for Queen Victoria can be found at the balustrade near the Clive statue at what are known as The Clive Steps. The Clive Steps are in between two government office buildings, one which houses the Churchill War Rooms, along the Horse Guards Rd. in Westminster.
It is an elaborately carved relief of an intertwined VR, which stands for Victoria, Regina. It is incorporated in the fabric of the balustrade because these buildings were built in 1867, during her reign.
