It's important to understand the difference: The National Park Service is under the US Department of Interior, and would never consider anything involving guns; but the National Forest Service is under the US Department of Agriculture -- whose motto is Best Use of the Land. The NFS encourages activities that are frowned upon by the NPS, and perhaps vice versa.
The Land Between the Lakes was simply land between two rivers back in the US Civil War days. Later, one of the rivers was dammed to form one lake, and then the other river was dammed to form another lake, essentially parallel to the first. The land between there was originally maintained (and taken over by eminent domain) by the US Army Corp of Engineers, which is under the US Department of Defense, a totally different branch of our bloating national government.
Eventually the area, affectionately known as LBL, was moved over to the Department of Ag to be one of their National Forests. There is a lot of history here, including "Unconditional Surrender" Grant's victory over Fort Donelson.
This NFS Target Range (unthinkable within the NPS!) is located in the LBL, and this sign lets you know about the range and how it is situated within LBL.
