Located in front of the Shire Hall in Hereford, this statue commemorates Sir George Cornewall Lewis, (1806-1863), a Privy Councillor in the British government. According to wikipedia he best known for preserving the peace in 1862 when the British cabinet debated intervention into the American Civil War. Eventually Britain remained neutral during the conflict.
There is also a bust of him in the North Transept of Westminster Abbey.
