Broken column monuments are usually used as gravestones to denote a life cut short and I've never seen one used as a war memorial before. It is a very appropriate use of such a monument though.
It was erected after World War I and has a list of 10 names. It was amended after World War II and 2 names added for that war.
Over Kellet is a small village in Lancashire with a large village green bisected by a crossroads. The monument stands next to the crossroads opposite a historical village cross.
