Construction of the first stage to the design of Joseeph Reed were offices facing Little Malop Street and a large hall which commenced in 1855.The east facade of the building facing Gheringhap Street was designed by T. D. Slevin in 1915 and finally completed in 1917.
Geelong was declared a town in 1838 and the first council met in 1850, The foundation stone was subsequently laid in April 1855 by the mayor,
