The Dallas County Irving Fresh Water Supply District #5

Irving residents organized the DCIFWSD, a local government entity, on April 23, 1924. The district had the authority to build and operate a water distribution system in Irving.

In an election in June 1924, the district's plan to build a water system passed by a vote of 104 to 3. The district built a plant at the northwest corner of Second and Jefferson Streets in 1925. The facilities included elevated and ground storage tanks, a derrick, a pump house, and deep wells. The board hired W.J. Wright to operate their system.

In 1932, the water district joined with the city to build a combination water district office and city hall near the plan.

A red light atop the water tower served as the town's emergency warning system. Patrolling officers watched the tower, and when the light came on, they rushed to a phone to call the station for instructions. The city installed a fire alarm siren on the tower in 1940. Irving switched to a two-way radio communication system in the 1950s.

The City of Irving bought the water district's assets for $12,500 on April 10, 1939, and began a municipal water distribution system.
