Le bâtiment du 214, boulevard Sainte-Rose est construit vers le milieu du XIXe siècle pour loger une école de fabrique. Cette dernière est administrée par la Fabrique de Sainte-Rose tout en restant indépendante du clergé. Elle est ensuite administrée conjointement avec la commission scolaire, lors de la création de celle-ci au début des années 1840. Auparavant, depuis 1814, c'était un prêtre ou un maître d'école qui enseignait aux élèves, dans une salle du presbytère devenu vétuste.
L'école est dotée d'un seul étage et d'un toit pointu. Au cours des années 1870, il est doté d'un deuxième étage et d'un toit mansardé à quatre versants.
L'édifice est de nouveau agrandi vers l'ouest en 1901, mais il demeure malgré tout trop petit à cause du nombre d'élèves qui augmente sans cesse. Les mauvaises conditions d'enseignement à l'intérieur du bâtiment (surtout le grand froid et le trop grand nombre d'élèves par classe) poussent les autorités à bâtir un nouveau collège en 1910. Dès lors, l'ancienne école est vouée à remplir d'autres fonctions.
Elle loge la centrale téléphonique de 1910 à 1949, en plus du bureau de poste de 1912 à 1930. On y aménage un poste de police et d'incendie durant les années 1940; le rez-de-chaussée sert durant cette période de logement pour le chef de police. Après 1949, c’est la mairie de Sainte-Rose qui s'installe à l'étage.
L'hôtel de ville déménage en 1965, suite à la fondation de la Ville de Laval. Peu après, le bâtiment devient la bibliothèque Sylvain-Garneau. Depuis la délocalisation de la bibliothèque, l'ancienne école conserve une vocation artistique et culturelle.

The building was built in the mid-nineteenth century to house a fabrique school. It is administered by the Sainte-Rose fabrique while remaining independent from the clergy. Starting in 1814, a priest or a lay teacher used to teach in an old room in the rectory. The school is eventually administered in conjunction with the schoolboard, from its creation in the early 1840s.
The building originally had a floor and a pointed roof. In the 1870s, it has a second floor and a four-sloped Mansard roof.
The building was again expanded in 1901, on the West side, but still remained too small because of the ever increasing number of pupils. Bad teaching conditions inside the building (mainly the cold weather and the high number of pupils per classroom) justified the building of another school in 1910. The old school was then used for other purposes.
The old school housed the telephone exchange from 1910 to 1949, in addition to the post office from 1912 to 1930. The police and fire stations were there in the 1940's, and the ground floor served as home of the police chief. After 1949, the town of Sainte-Rose City Hall moved to the second floor.
It moved out in 1965, following the founding of the City of Laval. Soon after, the building became Sylvain-Garneau library. Since the relocation of the library, the old school retains an artistic and cultural vocation.
