Rear Admiral Piers was a lifelong serviceman, serving in the Royal Canadian Navy from 1932 to 1967. For courageous service in the Battle of the Atlantic he received the Distinguished Service Cross.

On the rear of the Admiral Desmond Piers Memorial is inscribed a quote from Psalm 107: Verses 23 - 30. This is a well known passage, beginning "They that go down to the sea in ships". Though many are familiar with the passage, most probably do not know its origin. The memorial was placed by the Admiral Desmond Piers Naval Association, the Royal Canadian Naval Association and friends, and dedicated June 2, 2007. The memorial consists of a large black granite slab mounted on the shore of Chester Harbour at the point where Queen and South Streets intersect.

THEY THAT GO DOWN TO THE SEA IN SHIPS, THAT DO BUSINESS IN GREAT WATERS; THESE SEE THE WORKS OF THE LORD, AND HIS WONDERS IN THE DEEP. FOR HE COMMANDETH, AND RAISETH THE STORMY WIND, WHICH LIFTETH UP THE WAVES THEREOF. THEY MOUNT UP TO THE HEAVEN, THEY GO DOWN AGAIN TO THE DEPTHS; THEIR SOUL IS MELTED BECAUSE OF TROUBLE, THEY REEL TO AND FRO, AND STAGGER LIKE A DRUNKEN MAN, AND ARE AT THEIR WITS' END. THEN THEY CRY UNTO THE LORD IN THEIR TROUBLE, AND HE BRINGETH THEM OUT OF THEIR DISTRESSES. HE MAKETH THE STORM A CALM, SO THAT THE WAVES THEREOF ARE STILL. THEN ARE THEY GLAD BECAUSE THEY BE QUIET; SO HE BRINGETH THEM UNTO THEIR DESIRED HAVEN.
