This was the town cemetery, but it was prone to flooding (when Dry Creek wasn't dry). The town cemetery was moved, along with some of the graves.
A blog that has photos and instructions for finding the cemetery.

"Locke is buried in a section of about a dozen or two military-style head stones near the top of the hill. Many (if not all) of these note that they were veterans of the Revolutionary War. It’s sort of seperate from the rest of the plots, and has an American Flag flying amidst the graves."
"To get to this cemetery from the park, you’ll want to park in the parking area over by the campground and big play ground. There is barely any hiking involved, just a little bit of walking and some uphill walking. Find the camp spot #48 and look straight toward the very back of the field. The entrance to the path is kind of in the corner."
