The Clock Tower is part of The Twyn Community Centre, a fine stone building set in Twyn Square. The former Chapel is home to Caerphilly Town Council.

The Clock chimes the quarters, & hour, the clock face is about three feet across, with black hour, minute hands, train track minute markers, & Roman Numerals, on a white background.

Not sure when the clock was installed, but it must have been before 1899.
