Located on the Martin Luther King Promenade on Harbor Drive in San Diego's Gaslamp Quarter, the sculpture is entitled "Breaking Chains".
The artist is Melvin Edwards and it is dated 1995.
The steel work depicts a large disk with a strand of chain links on the right .
The accompanying plaque reads:
"'ALONG THE WAY OF LIFE SOMEONE MUST
HAVE SENSE ENOUGH AND MORALITY
ENOUGH TO CUT OFF THE CHAIN OF HATE.
THIS CAN ONLY BE DONE BY PROJECTING
