According to the Clay County Historical Society (CCHS), it's Head Archivist and the July/August 2001 CCHS Newsletter in August of 1935 the federal government, hoping to help provide relief during the depression, offered to fund projects in Clay County. One of these construction projects was the Melvin E. Hearl American Legion Post No. 21 building, built in 1936.
The doorway has a relief cast concrete detail with four initials around a central figure. The central figure is an interpretation of Lady Liberty holding aloft a light. Above Lady Liberty are the initials A and L, for American Legion, and at the base are M and H, the initials of Army Private Melvin Hearl, who the Post was named for.
