This is a sculpture by the Angolan born sculptor Jeorge Melício who was born in 1957 in Lobito. He now lives and works in Lisbon and works in bronze, stone, ceramics, drawing and resin, and has has public works in various cities in Portugal, Italy, France, Mexico, Brazil, Romania, Russia, England, Iraq, USA, Palestine, Cuba, Libya and Spain.

This bronze is one of many in Monchique, this one in Jardim do Largo dos Chorões, but any name plate has disappeared. A photograph on Google Earth describes it as being 'Sem Título (Calceteiro)', Untitled (The Paver). I prefer it as being a stonemason, albanelería or un albanel.
