Since the 1960s, the western states have learned to offer bark as mulch for landscaping, and other slash debris is trucked to the port cities and sent to Asia to be made into paper products. When the sawmills started to close, many of these rusted chimneys were cleared for local expansion. Non functioning, therefore an eyesore.
