I could not find any documentation of the symbols or their history. The crosier obviously refers to the Prince-Bishopric of Basel, of which Bärschwil was a part until 1527. I have no explanation For the fish.
I found this flag at the bus station on the southern edge of the town district Wiler which is the terminus of the bus line from Laufen.

Eine Erklärung der Symbole oder ihre Geschichte konnte ich nirgends finden. Der Bischofsstab bezieht sich offensichtlich auf das Fürstbistum Basel zu dem Bärschwil bis 1527 gehörte. Für den Fisch habe ich keine Erklärung.
Ich fand diese Flagge an der Bushaltestelle am Südrand des Ortsteils Wiler, die die Endstation der Busverbindung nach Laufen ist.
